Should I use a filter with a 1.5 liter tank?

I recently bought a Tetra Water Wonders 1.5 gallon kit: I http://www.petco.com/product/102093/Tetra-Water-Wonders-1-5-Gallon-Aquarium-Kit.aspx asking whether or not I should continue using the filter that came with it or should not for my new Betta. Bubbles occurs and the surface current and moves a little, but not that much of what makes giant waves. What do you think?

Yah bettas do not need strong currents ... still water would be best. move slowly and have Finns long, which makes it even slower.
